I still don't think the local districts are going to get to use sales tax for anything at all. The state still looks poised to raid those funds to pay for other school essentials...like teacher salaries.
As more and more schools fail at No Child Left Behind (as they were intended to do) the state governments - including Iowa - will gain more control over local schools and the money they bring in. Then look out. There's no going back after that happens.
